Health Care Rights and Responsibilities

Patients who are hard of hearing or deaf are protected by federal, state, and local laws that ensure they receive information in an understandable manner, known as effective communication. While medical staff make final decisions about services, they must include patients in discussions to address their communication needs, and patients, their families, and caregivers have the right to file complaints if these needs are not met.
