The Public Policy and Grassroots Advocacy Manager will guide HLAA’s public policy and advocacy program and strengthen HLAA’s impact on federal, state and local policy affecting people with hearing loss. Leverage HLAA’s reputation as the leading consumer voice to ensure the needs of people with hearing loss are reflected in legislation, regulations and technology development.
Job Summary
Advocacy is central to HLAA’s mission. Public policy determines whether people with hearing loss have access to effective communication and affordable hearing healthcare. HLAA educates lawmakers, regulatory bodies and industry partners about the needs of people with hearing loss and works with technology companies to ensure accessibility is built into product design. The Public Policy and Grassroots Advocacy Manager represents HLAA to key decision makers while expanding HLAA’s grassroots network and strengthening communication access programs.
Essential Duties and Responsibilities
- Build and maintain a strong network of volunteers with deep personal connections to HLAA’s mission.
- Represent HLAA to lawmakers, regulatory bodies, coalition partners, corporate partners and HLAA members.
- Establish and maintain strategic partnerships to advance policy, legislative and regulatory improvements.
- Collaborate with the Executive Director on strategic planning for HLAA’s public policy agenda, including legislation such as Medicare hearing aid coverage and the Communications, Video and Technology Accessibility Act.
- Monitor federal proceedings and prepare or contribute to written comments on agency proposals, coordinating with coalition partners as needed.
- Support state-level advocacy networks (HLAA Chapters, State Organizations, individual members) through training and HLAA-owned technology.
- Educate members of Congress and staff through virtual and in-person meetings, written communications and phone calls.
- Serve on selected federal advisory committees (FACA), industry advisory boards and consumer coalitions.
- Partner with HLAA’s communications team to develop clear, empowering advocacy content.
- Respond to inquiries from public officials and media regarding HLAA’s advocacy efforts.
- Translate complex policy and technology issues into plain-language communications, including topics such as ADA communication access and hearing aid compatibility requirements.
Education and Experience
- Bachelor’s degree in Public Policy, Political Science, Public Administration, Public Health Education, Government Relations, International Relations, Communications, or related field.
- 5-7 years of experience in advocacy or public policy at the federal and/or state level.
- Experience in consumer advocacy, disability rights, public health, or communication access preferred.
- Experience with grassroots education or advocacy campaigns.
- Strong communication skills and ability to explain complex legislative and technological concepts in plain language.
Qualifications
- Knowledge of hearing loss and the impact of communication access barriers.
- Understanding of hearing aids, cochlear implants, assistive listening devices, captioning, speech-to-text apps and related technologies.

Job Summary
The Communications Access Technology Manager provides strategic leadership for HLAA’s work at the intersection of communication access technology, standards development, public policy, industry engagement, and consumer education.
The manager advances the integration of real-world user experience into technology standards, industry practices, and policy discussions, while guiding the development of practical, accessible, and vendor-neutral technology information and education for people with hearing loss.
The manager represents HLAA nationally in professional, industry, federal, and standards settings and serves as the organization’s senior subject matter expert on communication access technologies.
Essential Duties and Responsibilities

Organizational Strategy, Coordination, and Representation
- Lead the development of HLAA’s technology strategy and guide its implementation in alignment with organizational priorities.
- Develop and recommend annual priorities and multi-year objectives for technology and technology education initiatives.

- Establish and oversee HLAA’s framework for technology education and consumer guidance.
- Guide the development and curation of practical, consumer-facing materials (e.g., fact sheets, checklists, guides) across key communication access and technology topic areas.
- Contribute expert content for HLAA’s website, publications, and digital communications in collaboration with the Communications team.
- Lead or moderate technology-focused webinars, convention sessions, and other educational programming.
- Build an approach to hands-on learning about technology for Chapters that leverages train-the-trainer and peer mentoring models, in cooperation with the Chapter Engagement Manager and in consultation with the Network of Consumer Hearing Assistive Technology Trainer(N-CHATT) program alumni.

The Development Coordinator supports the operations and implementation of the Walk4Hearing program under the direction of the Development and Engagement Manager. The primary responsibility of this role is to support the successful execution of HLAA’s Walk4Hearing events in designated geographic areas, working closely with volunteers, teams, partners and community stakeholders to achieve participation and fundraising goals and create meaningful, impactful events. Walk4Hearing is our community of support in action—connecting and empowering people with hearing loss to thrive.
Essential Duties and Responsibilities
The Development Coordinator will:
- Assist the Development and Engagement Manager, as directed, to ensure the success of Walk4Hearing events.
- Organize designated Walk4Hearing events in cooperation with local HLAA Chapters and Walk committees, including developing planning timelines and budgets, coordinating program agendas and logistics, and conducting event feedback and evaluation.
- Manage event logistics, including venue selection, permits, equipment rentals, speakers and entertainment, vendor coordination, registration, sponsor tables, snacks, and event setup.
- Travel to designated Walk sites and oversee event setup, logistics, vendors, volunteers, registration, sponsor areas, and other onsite needs.
- Recruit, cultivate, train, manage, and support volunteer leaders, committees, and volunteers to achieve fundraising, participation, and retention goals.
- Foster strong relationships with volunteers by providing ongoing communication, fundraising guidance, support, recognition, training, and leadership opportunities.
- Oversee volunteer committees, ensuring volunteers are effectively assigned roles and receive appropriate communication, training, and support.
- Develop and implement volunteer retention strategies to encourage continued involvement and support.
- Manage the Donor Drive database, including preparing for launch and updates, maintaining accurate data records, tracking participation, providing reports, assisting walkers, teams, donors, and other constituents with the fundraising platform and tools, and reconciling final fundraising results for each Walk.
- Write and communicate inspiring coaching emails and other communications to team captains, teams, walkers, donors, and volunteers.
- Work with staff to achieve fundraising, participation, and retention goals through engagement and fundraising efforts involving partners and teams, while providing volunteers with fundraising guidance and support.
- Secure local alliances and sponsors for individual Walks to meet annual goals.
- Ensure event expenses align with the approved strategic budget.
- Contribute to marketing and promotional strategies that increase awareness of HLAA and Walk4Hearing and generate public interest and media attention for events.
- Assist in developing recognition activities to honor top fundraisers, donors, volunteers, and other contributors.
- Collect stories of impact from walkers and share them with the community to support engagement and awareness.
- Ensure HLAA’s mission and brand are consistently integrated into fundraising activities, communications, and volunteer engagement.

Education and Experience
